Frank W. Bordeaux
Senior Vice President – Executive Risk Advisor
Gallagher Insurance
Frank Bordeaux is executive vice president/producer at Gallagher Insurance’s Gulfport office, where he has been employed since 2007. Frank manages public entity and other large insurance accounts across the Mississippi Gulf Coast and throughout the state. His professional affiliations include The Council of Insurance Agents & Brokers, Independent Insurance Agents & Brokers of America, and Independent Insurance Agents of Mississippi. In 2022, he was appointed to the Mississippi Windstorm Underwriting Association by Lt. Governor Delbert Hosemann.
In October 2020, Frank was nominated by Governor Tate Reeves to serve as the Chairman for the Mississippi Republican Party and unanimously elected by the State Executive Committee. In this role, Frank is dedicated to reaching out to all areas of Mississippi to expand, build and strengthen the Republican Party.
In 2020, Frank was also appointed as one of nine people to the Commission to Redesign the Mississippi State Flag. The referendum to accept the new Mississippi “In God We Trust” flag design passed by an overwhelming 73 percent.
Prior to being hired at Gallagher, Frank spent a short, but very productive period of time as the Southeast regional sales manager for a South Dakota-based company, selling building supplies to Coast residents in need of fast, low cost, resilient building solutions following Hurricane Katrina. Before Hurricane Katrina (2005), he spent 10 years assisting with the daily operations of Ship Island Excursions. Frank graduated from Gulfport High School in 1998 and attended Delta State University.
Since a young age, Frank has been dedicated to improving his community through involvement in civic organizations and campaigns for numerous candidates and issues. He has contributed his grassroots experience for candidates including Senator Thad Cochran and Governor Tate Reeves. In 2014, Frank helped lead the campaign for the Gulfport school bond issue, which passed by 80.5 percent. In 2020, Frank served as a Presidential Elector for the State of Mississippi.
Frank is a current board member of the Mississippi Arts Commission, the Harrison County Republican Club and Biloxi Businessmen’s Club. He is a past board member of the Harrison County Development Commission, the Harrison County Republican Executive Committee, the Harrison County Republican Central Committee, Feed My Sheep soup kitchen and Gulfport Youth Sports Association.
In 2017, Frank served as a duke for the Gulf Coast Carnival Association. In 2018, he and his wife chaired the American Heart Association Mississippi Gulf Coast Heart Gala, honoring Roy Anderson. He participated in the American Cancer Society’s 2019 Real Men Wear Pink campaign.
Over the years, Frank has received multiple awards for civic leadership. He was selected as the Gulfport School District Parent of the Year in 2015, and in 2019 he received the John Harral Spirit of Education Award for “Exceptional commitment to strengthening educational opportunities available to all students in the Gulfport area.” In 2021 he received the Community Commitment Award from The William Winter Institute for Racial Reconciliation, as well as an Award of Merit from the Mississippi Historical Society for his work on the Commission to Redesign the Mississippi State Flag. He was named one of Mississippi’s Top 50 for 2021 and 2022.
Frank and his wife, Jacqueline, live in Gulfport and have four boys. They are members of St. Mark’s Episcopal Church.
John D. Davis, IV, MD

Dr. John Davis has practiced neurosurgery in the Jackson, MS metro area for over 25 years and is a founding partner at NewSouth NeuroSpine, “Mississippi’s Spine Center,” located in Flowood, MS. He sees patients from five states with all manner of spine disorders, with a particular interest in the cervical spine.

Cindy Foxworth is a seasoned executive leader with more than 35 years of experience driving organizational performance through strategic human capital, operational leadership, and governance. As Chief Administrative Officer, she brings a proven ability to align people, process, and culture with business objectives in high-growth and multi-state environments.
Cindy has served in senior executive roles, including Chief Human Resources Officer, leading large, complex administrative functions across organizations operating in more than 30 states. She has built and scaled high-performing teams across human resources, talent strategy, safety, facilities, and learning and development, supporting workforces of significant size and geographic diversity. Cindy is located in Gulfport, MS.
Elisabeth Haller, MD, Principal

Elisabeth Haller MD is a board-certified physician with 29 years of clinical experience and has served as Medical Director for Medical Analysis for nine years. She previously spent over two decades in private practice, including ownership of her own practice, and later served as a contract physician at the Naval Base Health Clinic, where she acted as Senior Medical Officer. In this role, she provided clinical leadership, expert consultation, and training for Nurse Practitioners, Medical Assistants, and Corpsmen.
Dr. Haller has served as a Medical Review Officer for ten years and as a Collaborative Physician for 16 years. She is a Certified Medical Examiner and a recognized occupational health expert, advising on DOT physicals, drug screening programs, and related regulatory matters. She holds medical licenses in both Tennessee and Mississippi.
During the COVID-19 pandemic, Dr. Haller served on multiple task force committees, developing clinical protocols for municipal governments, national corporations, and public school systems.
As Medical Director, Dr. Haller provides strategic clinical oversight for Medical Analysis clinics, ensuring high standards of care, regulatory compliance, and effective collaboration with client human resources teams. Dr. Haller is based in Gulfport, Mississippi.

Tim Haller serves as Co-Owner and Chief Executive Officer of Medical Analysis-GHV and has more than 30 years of experience in clinical operations and healthcare management.
A United States Marine Corps veteran of the first Persian Gulf War, Mr. Haller served as a Section Leader in an Amphibious Assault Unit, where he developed a leadership framework emphasizing accountability, operational discipline, and effective team coordination principles that continue to guide his executive oversight.
Mr. Haller joined Medical Analysis in 2005 as Chief Administrative Officer and has held the position of Chief Executive Officer since 2012. In this role, he has led organizational growth, expanded service delivery capabilities, and strengthened operational and administrative systems supporting private-sector, public-sector and institutional clients. Based in Gulfport, Mississippi, he maintains direct executive oversight of company operations, including contract administration, financial and client billing systems, information technology, marketing, and customer and vendor relations. His leadership approach emphasizes decentralized decision-making, compliance, and performance accountability, supporting a client-focused organization committed to reliable service delivery, quality healthcare outcomes, and professional integrity
Chad Hosemann, MD, CIME

Dr. Chad Hosemann is a board-certified, fellowship-trained orthopaedic surgeon and physician owner at Capital Ortho, where he specializes in sports medicine, shoulder, knee, and elbow injuries. A Jackson native, Dr. Hosemann combines advanced surgical expertise with a genuine dedication to helping people in our community move better and live better.
After graduating summa cum laude from the Sally McDonnell-Barksdale Honors College at the University of Mississippi with a degree in English and a minor in Chemistry, Dr. Hosemann earned his Doctor of Medicine at the University of Mississippi School of Medicine. He completed his orthopaedic surgery residency at the University of Alabama at Birmingham and advanced fellowship training in Sports Medicine and Arthroscopy at the prestigious American Sports Medicine Institute (ASMI) in Birmingham under the mentorship of Dr. James R. Andrews.
At Capital Ortho, Dr. Hosemann provides comprehensive care for athletes and active individuals of all ages, offering both surgical and non-surgical treatment options. His areas of expertise include ACL reconstruction, rotator cuff and labral repair, cartilage restoration, and minimally invasive arthroscopic techniques.
In addition to his sports medicine practice, Dr. Hosemann is a Certified Independent Medical Examiner (CIME) with a strong interest in collaborating with employers and workers’ compensation carriers to help injured employees recover safely and return to productive work as efficiently as possible. He is the only orthopedic surgeon in the state who serves on the Mississippi Workers’ Compensation Advisory Council, a position he’s held for six years.
Dr. Hosemann is Board Certified by the American Board of Orthopaedic Surgery and an active member of several national organizations, including the American Orthopaedic Society for Sports Medicine, Arthroscopy Association of North America, and the American Academy of Orthopaedic Surgeons. His award-winning research on shoulder biomechanics has been published in leading orthopaedic journals and presented at national conferences.
He has served as team physician for numerous high schools and colleges across the region, providing sideline and sports medicine coverage for athletes of all levels.
Outside of work, Dr. Hosemann enjoys traveling with his family and exploring the outdoors.
Ryan Kelly

Mississippi Telehealth Association
Ryan Kelly, MS, is a Mississippi native and serves as the executive director of the Mississippi Telehealth Association. He also is the CEO of Horizon Professional Services, Kelly Properties and Kelly Science and Innovations. Kelly previously served as Chief Advancement Office for William Carey University and Director of External Relations for The University of Southern Mississippi College of Health.
Kelly earned a Bachelor of Science with honors from The University of Southern Mississippi in 2005 and a master’s of science with honors from Mississippi College in 2007. He is a graduate of the Area Development Partnership’s Leadership Pinebelt, received the Mississippi Top 50 under 40 award in 2016, and received the Mississippi’s Top Entrepreneur award in 2019. In addition to professional activities, Kelly also serves as a deacon at Temple Baptist Church, member of The Gideon’s International, board member for Pi Kappa Phi Alumni Association and the United Way of Southeast Mississippi, and many others. His areas of professional interest and expertise include healthcare, education, business, technology, economic development, and politics.
Drew Maddox

Drew Maddox joined the Cornerstone Mississippi team in February 2020 with more than 10 years of experience in finance and education policy. Previously, Drew served as the chief financial officer of the Mississippi Department of Revenue, where he oversaw all administrative divisions of the department, including accounting, communications, processing, information technologies and logistics. As CFO, Drew also worked closely with state legislators and statewide elected officials to guide tax policy decisions, liquor laws, and revenue-generating activities.
Prior to his time at the Department of Revenue, Drew also worked as director of state engagement at EdBuild, where he used his knowledge of political and governmental structures to strategically place educational reform proposals in the best positions for success in state legislatures across the country. Drew has also worked at the Mississippi Legislative Budget Office as the Senate budget officer, where he worked closely with leadership to craft and pass balanced budgets.
Drew received his Bachelor of Arts in English literature and his Bachelor of Business Administration degrees from Millsaps College in Jackson, Mississippi. Drew enjoys spending time with his wife and two children (Sam and Bee), baseball, and gardening.
Robert A. McGuire, Jr., MD

Dr. Robert McGuire received his MD from the University of Alabama School of Medicine in 1979. After completing an internship and residency in orthopaedics at Naval Hospital, Portsmouth, Virginia, he completed a fellowship at the Spinal Cord Injury Unit / Adult Spine Surgery at the University of Miami School of Medicine. He also completed a fellowship in pediatric reconstruction and scoliosis at Miami Children’s Hospital. McGuire served as co-director of spine surgery service in the orthopaedic department at Naval Hospital in Portsmouth, VA, before joining the University of Mississippi faculty in 1990 where he has served as director of the spine surgery service, director of orthotics and prosthetics, director of the residency program and chairman of the department of orthopaedics. He has retired from clinical practice but is still active in several research activities at UMMC.
McGuire is well known for his numerous articles and presentations concerning spinal surgery, Instrumentation, orthosis, and research related to new procedures and products. In addition to faculty appointments in the Departments of Orthopaedic Surgery and Neurosurgery, he was also on the medical staffs of the Mississippi Methodist Rehabilitation Center and the Veterans Administration medical center. He has served on various AAOS education committees, Chairman of AO Spine North America, Chairman of AO SpineTK, and President of AO North America. He was President of the AO Foundation from 2018-2021 where he championed the use of innovative digital educational programs incorporating virtual and augmented reality. He was instrumental in developing the AO Sports initiative and AO Access, which is the Foundation’s program for mentorship, inclusion and professional development. He is presently serving as a Past President of the AO Foundation, the deputy editor of the Global Spine Journal and has been recently inducted as the first physician member into the Mississippi Worker’s Compensation Commission Hall of Fame.
Jennifer Field Nicaud, JD

Jenny Nicaud received her undergraduate degree from Tulane University and her Juris Doctorate from Tulane Law School where she served as Editor of the Dicta and received the Meritorious Service Award from the Student Bar Association. She is certified in mediation by Harvard Law School and the University of Mississippi. She is a member of the state and federal bar associations of Louisiana, Mississippi, and Florida as well the United States Fifth Circuit Court of Appeals. Over the course of her career, she served as a staff attorney to U. S. District Judges Marcel Livaudais, Jr and Ivan L.R. Lemelle in the Eastern District of Louisiana and Chief Magistrate Judge John M. Roper, Sr. in the Southern District of Mississippi. Thereafter, she practiced with Balch and Bingham, Copeland, Cook, Taylor, and Bush and served as a Municipal Judge Pro Temp for the City of Pass Christian. Currently, she is an adjunct professor at Mississippi College School of Law teaching Workers’ Compensation and Negotiations and as an appointed Commissioner of the Pass Christian Historic Preservation Commission. She served as an adjunct instructor of evidence and courtroom procedure for the Harrison County Law Enforcement Academy.
She was appointed by the Mississippi Supreme Court to serve on the Complaint Tribunal. She is currently a Board Member of the National Association of Workers’ Compensation Judiciary(“NAWCJ”), on the conference committee of the NAWCJ and repeatedly as a Judge of the National Workers’ Compensation Moot Court Competition. She is on the Dispute Resolution Committee of the IAIABC. Judge Nicaud is an Ambassador of the Alliance of Women’s Workers’ Compensation.
She served as a past President of the Russell, Walker, Blass American Inn of Court, and has served on the National Board of the American Inn of Court. She was the Chairperson of the Federal Rules and Procedure section of the National Litigation Board and a Board Member of the ADR Board of the National Federal Bar Association. She has served as the liaison for the Fifth Circuit Judicial Conference. She is a frequent lecturer at various continuing legal education seminars and author of articles for the LEX, a publication of the NAWCJ.
She was recently appointed to a three-year term for the Bench and Bar Liaison Committee of the Mississippi Bar. She finished two terms as the Chairperson and a term as a member of the Professional Committee for the Mississippi Bar Association. She is a member of the Access to Justice and the Women in the Profession Committees of the Mississippi Bar Association and was formerly a member of the Moral Character and Fitness Board of the Mississippi Bar. She actively has served or serves on the boards of many legal organizations and civic charities including Kid’s Chance, the Friends of Children’s Hospital, Lynn Meadows Discovery Center, the Corporate Board of the Boy’s and Girl’s Club, the Walter Anderson Museum, the Ohr O’Keefe Museum, and the Pass Christian School Foundation Board.

Kent Nicaud has more than 25 years of health care management experience from both the private sector and non-profit arena. He has held consulting services contracts with hospitals located in Louisiana, Mississippi, and Alabama. Mr. Nicaud has been working with Memorial Hospital Gulfport on a consulting basis since 1996, and as an employee since 2008. In 2010, he was named Chief Operating Officer and became President and CEO in 2018. He attended Tulane University for undergraduate and graduate studies through their executive MBA program.
Wendy Powell

Mississippi Association of Self-Insurers
Since August 2020, Wendy Powell has served as the Executive Director of the Mississippi Association of Self Insurers – her first venture into the world of association management. Prior to coming to MASI, Ms. Powell was the Director of Marketing for a medical malpractice insurance company in Mississippi. She has over 30 years of experience in marketing and communications, including governmental affairs, business development, and special events management.
Ms. Powell serves as Immediate Past President of the Board of Directors for Kids’ Chance of Mississippi and is a member of the Mississippi Workers’ Compensation Advisory Council. She was the recipient of the 2024 Sam Cox Spirit Award, given in recognition in service to the Mississippi workers’ compensation industry. She also sits on the Board of Directors for the Mississippi Society of Association Executives.
Ms. Powell is a member of the Public Relations Association of Mississippi and the Southern Public Relations Federation. In addition, she holds a Mississippi P&C Insurance License.
Despite being a graduate of Mississippi State University, she has converted for the next four years to following the Ole Miss Rebels while watching her son play in the Pride of the South marching band.
Lance Robinson, MBA, MS, CLCP, CRC, SPHR

Lance Robinson is the President & CEO of Rehab Review, LLC, bringing over 30 years of experience in workers’ compensation managed care. He began his career in 1994 as a Vocational Rehabilitation Counselor with Concentra Managed Care and rose to Regional Operations Manager, overseeing operations across seven Southeastern states. In 2001, he joined Rehabilitation Inc. as Chief Operating Officer, where he directed initiatives in utilization review, pre-certification, medical case management, and cost containment.
In 2006, Mr. Robinson founded Express Rehab Equipment, LLC, a company focused on durable medical equipment for workers’ compensation injuries. In 2023, he launched Rehab Review, LLC, where he leads a multidisciplinary team providing medical case management, life care planning, medical cost projections, utilization review, pre-certification, and managed-care consulting services to insurers, TPAs, self-insured employers, and litigation professionals.
He holds a Master of Business Administration from the University of New Orleans, a Master of Science in Counselor Education with an emphasis in Vocational Rehabilitation from Mississippi State University, and a Bachelor of Science from the University of Southern Mississippi. Mr. Robinson is a Certified Life Care Planner (CLCP), Certified Rehabilitation Counselor (CRC), and Senior Professional in Human Resources (SPHR).
Lindsay E. Varnadoe, Esq.

Lindsay E. Varnadoe was born and raised in northeast Florida and left for the mountains of western North Carolina to obtain her undergraduate degree in Business Administration from Mars Hill College. After graduating with honors from Mars Hill in 1999, she received her law degree from Mississippi College School of Law in 2003.
Ms. Varnadoe is admitted to practice in Mississippi, the United States District Courts for the Northern and Southern Districts of Mississippi, as well as the United States Court of Appeals for the Fifth Circuit. She is a member of the Mississippi State Bar, the Worker’s Compensation practice section, the Mississippi Association for Justice, and a member of the Madison County Bar Association.
After more than 10 years as a defense attorney representing Employers and Carriers in workers’ compensation claims, she decided to change her focus and now concentrates on representing injured workers and assisting them to obtain the best result possible for their case.

Michael Young was born in Pascagoula, where he was raised and graduated high school. He subsequently earned undergraduate degrees from Mississippi Gulf Coast Community College and Mississippi College, before earning his JD at Mississippi College in 1997. Michael began and continues his legal career with Markow Walker, with over 27 years of experience. The majority of his practice being dedicated to defending employers, carriers, self insureds, and TPAs in workers’ compensation in Mississippi. He has also been bestowed a Preeminent AV rating through Martindale-Hubbell, as determined by his professional peers. Michael is active in the professional community and is a member of Madison County Bar Association, Mississippi Association of Self-Insurers, Home Builders Association of Mississippi and National Association of Home Builders.
Michael has been married to Ann for almost 30 years, and has two children, Peyton and Brayden. Michael is an active member at Broadmoor Baptist Church, and enjoys spending time with his family, volunteering on the chainsaw crew for disaster relief, yard work, hunting, fishing, and most anything outside.
